What it means

The Eternal Public Peace (Ewiger Landfriede) was proclaimed at the Diet of Worms in 1495. It prohibited members of the Holy Roman Empire from settling disputes through private violence and directed conflicts towards legal institutions, including the Imperial Chamber Court. Enforcement remained difficult and depended on cooperation.
