What it means
ExComm was the Executive Committee of the National Security Council, convened by President John F. Kennedy after U.S. reconnaissance discovered Soviet missiles in Cuba. Its members debated air strikes, invasion, blockade, diplomacy and the risks of nuclear escalation.
